State Delegate Scholarship

The State Delegate Scholarship supports the educational goals of Maryland residents attending or planning to attend a two-year or four-year Maryland college, university, or private career school. Students planning to pursue a professional certification, associate, bachelor's, or graduate degree should contact their local State Delegate for instructions on how to apply. Eligible applicants include: current high school seniors; current or prospective full-time or part-time degree-seeking undergraduate students; current or prospective full-time or part-time degree-seeking graduate students; current or prospective private career school enrollees; undocumented students eligible for in-state tuition; and those currently enrolled, or enrolled within the last two years, in a certificate or license program at a community college that leads to certification or licensure. Applicants may study full-time (12+ credits undergraduate or 9+ credits graduate per semester) or part-time (6-11 credits undergraduate or 6-8 credits graduate per semester). All in-state majors are eligible. For the 2026-2027 academic year, the award minimum is $200 and the maximum is $14,086. The scholarship is not renewable; students must re-apply each year to their local Delegates. Out-of-state exceptions apply for unique majors unavailable in Maryland, active-duty U.S. military members domiciled in the state, and disabled students studying at out-of-state institutions with special provisions. If the Delegate requests that the Office of Student Financial Assistance (OSFA) will be responsible for identifying and awarding local students, applicants must complete the Free Application for Federal Student Aid (FAFSA) by March 1. If a student is eligible for in-state tuition but ineligible to receive Federal aid, they must file the Maryland Higher Education Commission One-Application (MHEC One-App) instead of the FAFSA. Any required documentation must be submitted to the Delegate's office directly.
